The need for express shipments, whether from abroad to Vietnam or vice versa, is growing rapidly. With faster delivery times, express delivery is the preferred choice for time-sensitive and critical shipments. Understanding customer concerns, GPS Global offers reliable customs clearance services tailored for express delivery. Below, we provide detailed information to help first-time customers navigate the process effectively.

What is Express Delivery?

Express delivery refers to a fast and efficient shipping method widely used domestically and internationally. Once an order is placed, the sender confirms it, and the goods are shipped through an intermediary courier company. These companies ensure swift delivery to the recipient.

A wide range of items can be shipped via express delivery, from letters to larger goods. International express shipments involve additional customs clearance steps, which GPS Global streamlines for you.

Key distinctions of express delivery compared to standard shipping include its speed and specialized customs procedures. Every step focuses on reducing transit time while ensuring compliance with regulations.

Customs Clearance Locations for Express Delivery

While customs procedures for express shipments must occur at designated checkpoints, GPS Global ensures convenience by guiding customers to appropriate locations in major cities:

  • In Hanoi: Customs clearance can be done at the Express Delivery Customs Branch, Phu Minh Commune, Soc Son District.
  • In Ho Chi Minh City: Customs clearance is handled at 6 Thang Long Street, Ward 4, Tan Binh District.

How to Complete Customs Procedures for Express Delivery

Whether you are an individual or a business, all express shipments must go through customs clearance as outlined in Circular 191/2015/TT-BTC by the Ministry of Finance. Below are the main steps:

1. Classification of Goods

Express shipments are categorized into three lanes, with each requiring specific documentation:

  • Green Lane: For goods eligible for duty exemption or with no irregularities. Goods in this lane are granted immediate customs clearance.
  • Yellow Lane: Documentation is reviewed by customs officers and compared to the shipment details. If discrepancies arise, the goods may be moved to the Red Lane or require correction before clearance.
  • Red Lane: Involves physical inspection of goods and thorough document checks. Taxes and fees must be paid in full before clearance.

2. Required Documents

To complete customs procedures, prepare the following:

  • Customs declaration (electronic or physical).
  • Commercial invoices and related documents.
  • Specialized certificates for specific goods, such as medical items or food products.

3. Process for Electronic Customs Declaration

  1. Access the customs declaration software and input all required information.
  2. Submit the form to the VNACCS system.
  3. Verify the classification of your shipment (Green, Yellow, or Red Lane).
  4. Pay applicable taxes and fees.
  5. Once cleared, arrange final delivery.

  1. Registering the return shipment as an import.
  2. Refunding applicable taxes before shipping the goods back to the sender.

Customs authorities process these shipments similarly to standard imports, verifying documentation and conducting inspections if required.

Regulations on the list and transportation of dangerous goods

On April 8, 2020, the Government issued Decree 42/2020/NĐ-CP, which regulates the list of dangerous goods and the transportation of dangerous goods by road motor vehicles and inland waterway transport. This Decree replaces Decree 104/2009/NĐ-CP dated November 9, 2009, which previously regulated the list of dangerous goods and their transportation by road motor vehicles, as well as Decree 29/2005/NĐ-CP dated March 10, 2005, which regulated the list of dangerous goods and the transportation of dangerous goods by inland waterway.

According to the Decree, depending on their chemical and physical properties, dangerous goods are classified into 9 types and the following groups:

Type 1: Explosives and explosive articles, including the following groups:

  • Group of substances and articles with a mass explosion hazard;
  • Group of substances and articles with a projection hazard but not a mass explosion hazard;
  • Group of substances and articles with a fire hazard and a minor explosion or projection hazard, or both, but not a mass explosion hazard;
  • Group of substances and articles with no significant hazard;
  • Group of substances with a very insensitive hazard but a mass explosion hazard;
  • Group of special articles with no sensitivity, without a mass explosion hazard.

Type 2: Gases, including the following groups:

  • Group of flammable gases;
  • Group of non-flammable and non-toxic gases;
  • Group of toxic gases.

Type 3: Flammable liquids and liquid desensitized explosives.

Type 4: This type includes the following groups:

  • Group of flammable solids, self-reactive substances, and solid explosives in contact with liquid or desensitized;
  • Group of substances that are liable to spontaneous combustion;
  • Group of substances that, in contact with water, emit flammable gases.

Type 5: This type includes the following groups:

  • Group of oxidizing substances;
  • Group of organic peroxides.

Type 6: This type includes the following groups:

  • Group of toxic substances;
  • Group of infectious substances.

Type 7: Radioactive materials.

Type 8: Corrosive substances.

Type 9: Other dangerous substances and articles.

These classifications and groupings help to better manage and regulate the transportation, handling, and storage of dangerous goods, ensuring the safety of individuals, property, and the environment.

When transporting dangerous goods by road motor vehicles, the transportation of explosives, gases, gasoline, oil, and other flammable or explosive substances through tunnels longer than 100m is prohibited. Additionally, individuals (traffic participants or passengers) and vehicles (authorized to transport dangerous goods) are not allowed to transport these types of goods simultaneously on the same ferry.

The Decree also stipulates that transportation vehicles must meet the conditions for participating in traffic as specified by the law. Specialized equipment of the dangerous goods transportation vehicle must comply with national technical standards or national technical regulations or as specified by the relevant management authority.

The license for transporting dangerous goods is issued by the competent authority according to the prescribed form and includes information such as the name, address, and contact phone number of the licensed unit, the full name and title of the representative according to the law, the type and group of dangerous goods, the transportation route and schedule, and information about the vehicle and the driver (in the case of licenses issued for each shipment). The license is valid for each shipment or a specific period, depending on the request of the transport unit, but not exceeding 24 months and not beyond the vehicle’s duration of use.

Transport vehicles for dangerous goods must display the dangerous goods placard. If a vehicle carries multiple types of dangerous goods, it must display the appropriate placards for each type. The placards should be displayed on both sides and the rear of the vehicle.

Provincial People’s Committees and centrally-affiliated cities are responsible for coordinating with relevant ministries and agencies in the management, inspection, examination, and handling of violations related to the transportation of dangerous goods within their jurisdiction. District and commune-level People’s Committees must provide assistance in case of incidents during the transportation of dangerous goods within their managed areas. This includes helping the vehicle operator and loader (if any) in rescuing people, salvaging goods, and rescuing the vehicle. They must also organize the protection of goods and vehicles in order to continue transportation or store them in accordance with the instructions of the competent authority. In cases of emergencies, they must evacuate residents out of the affected area and report to higher-level People’s Committees and other relevant agencies to mobilize necessary forces for timely handling.

This decree shall come into effect from June 1, 2020. Organizations and individuals that have been issued a license for transporting dangerous goods prior to the effective date of this decree are not required to reapply for a new license until the expiration of their current license or until the issuance of a new one.

Air Cargo

Comprehensive Overview of Air Cargo in Logistics by GPS Global Air Cargo, also known as air freight, refers to the transportation of goods by air. This method uses either specialized cargo aircraft or the cargo hold of passenger planes, offering efficient and secure delivery of goods across countries. Below, GPS Global provides detailed insights into Air Cargo services, its processes, costs, and the roles of key participants.

1. What is Air Cargo? Air Cargo involves shipping goods by airplanes to meet the time-sensitive and high-security needs of customers. GPS Global ensures this method is ideal for:

  • Urgent deliveries requiring rapid transit times.
  • High-value goods needing enhanced security during shipment.
  • Items such as perishables, legal documents, electronics, and pharmaceuticals.

Advantages of Air Cargo Freight by GPS Global

  • Speed: The fastest international transportation mode.
  • Security: Advanced monitoring for goods in transit.
  • Best for high-value goods: Including luxury items, tech products, and perishables.

2. Air Cargo vs. Air Express Shipments While both Air Cargo and Air Express provide fast, reliable transportation by air, there are distinct differences:

Feature Air Cargo Air Express
Transportation Process Coordinated with airlines through freight forwarders Managed by global courier companies like DHL, FedEx, UPS, TNT.
Weight Limit Designed for shipments over 100kg Ideal for smaller packages starting from 0.5kg.
Tracking Limited tracking via booking number Real-time tracking with a unique number for each shipment.
Shipping Cost Lower for bulk shipments Higher for smaller, urgent packages.
Delivery Time May face occasional delays Consistently fast, daily flights available.

3. Air Cargo Shipping Process with GPS Global The air freight process, though varying based on shipment routes, follows these standard steps:

  1. Sign a Shipping Agreement: Establish terms with GPS Global.
  2. Complete Export/Import Formalities: Handle necessary documentation.
  3. Airline Transportation: Deliver goods to the specified destination.
  4. Customs Clearance: Manage entry procedures upon arrival.
  5. Final Delivery: Transport goods to the end recipient.

4. Air Cargo Freight Rates
Air freight, despite accounting for less than 1% of global shipments by weight, contributes 30% of trade value due to its premium nature. Freight charges depend on the greater value between actual weight and volumetric weight.

Volumetric Weight Formula

Volumetric Weight (kg)=(Length (cm)×Width (cm)×Height (cm))/Divisor

  • For regular shipments: Divisor = 6000
  • For express shipments: Divisor = 5000

Example Calculation

A shipment weighing 60 kg with dimensions 20 cm × 50 cm × 60 cm:

  1. Actual Weight:

    Actual Weight=60 kg

  2. Volumetric Weight:

    Using the formula for regular shipments:

    Volumetric Weight=(20×50×60)/6000
    Volumetric Weight=60,000/6000=10 kg

  3. Charged Weight:

    Since the Actual Weight (60 kg) is greater than the Volumetric Weight (10 kg), the Charged Weight is:

    Charged Weight=60 kg

5. Key Air Cargo Charges by GPS Global Air cargo involves various charges, including:

  • Minimum Fee: The lowest rate for a shipment.
  • General Cargo Rate (GCR): Standard rate for non-specialized items.
  • Class Cargo Rate: Higher charges for specific items like high-value goods or live animals.
  • Priority Rate: 30-40% premium for expedited shipments.
  • Container Rate: Discounts for using air containers instead of individual packaging.

6. Participants in Air Cargo by GPS Global Several entities collaborate to ensure seamless Air Cargo operations:

  1. Postal Services: Handling documents and parcels up to 30kg (e.g., ViettelCargo).
  2. Courier Companies: Delivering parcels up to 75kg.
  3. International Couriers: Global players like DHL, FedEx, and UPS.
  4. Freight Forwarders: Managing combined shipments over 75kg, including GPS Global’s expertise.
  5. Airlines and Operators: Providing airport-to-airport services, with forwarders like GPS Global acting as their primary clients.

Conclusion GPS Global is committed to providing seamless Air Cargo solutions, combining speed, security, and reliability for international shipments.
